On behalf of [your organization], I ask you to support $3,076 million in funding for meals for seniors in the House Omnibus Human Services bill. The health of vulnerable older adults in our communities depends upon this critical funding. 

Funding has not kept up with the growing needs of older adults. Providers are already cutting home-delivered meals and closing nutrition sites. The Minnesota Association of Area Agencies on Aging projects that 487,000 fewer meals will be available to older adults in 2025 than in 2024, a loss of service for 1,900 seniors. To fully meet the demand, providers estimate they need $20 million per biennium.

The Senior Meals & Services Coalition represents more than 30 nonprofit organizations across the state that provide Meals on Wheels and other meal services. The requested funds would be distributed through Minnesota’s aging network — a network of state, regional and local agencies. The services are targeted to frail seniors with low incomes and those living in rural areas and are delivered at a fraction of the cost of institutional care. People who receive services often don’t drive, live alone or have physical conditions that prevent them from preparing nutritious meals. 

According to the Minnesota Department of Human Services, annual government payments for long-term services and supports for older adults are projected to grow 71% from 2023 to 2035. Home-delivered and group meals provided through the aging network are the most cost-effective ways to support older adults, often preventing more expensive emergency room or institutional care.
